Project Priority Listing for 2018 CoC Application to HUD

Attached is the 2018 CoC Project Priority Listing to be included with the CoC application to HUD for CoC LA-503 for New Orleans, Jefferson Parish, Kenner that was approved by the CoC Governing Council on August 29, 2018.

The Evaluation and Project Selection Committee of the Governing Council met August 27, 2018 to consider appeals to the preliminary project ranking that was distributed August 16, 2018. The committee discussed the three appeals that were received. After a lengthy discussion about the projects and the established criteria, the committee decided to deny the appeals and maintain the existing ranking of projects consistent with the funding priorities and criteria.

The CoC Governing Council discussed the project ranking and appeals decisions of the Evaluation and Project Selection Committee and decided to approve the priority listing without changes.

Project rankings were developed from objective threshold review, rating and ranking criteria. Such criteria included factors related to achieving positive housing outcomes and other system performance measures for the Continuum of Care.  The scoring process considered the severity of needs and vulnerabilities of participants in projects being scored. CoC projects dedicated to serve survivors of domestic violence were scored based on a scoring matrix that differed from other CoC program scores. The ranking of such projects was based on the funding priorities established by the CoC. The CoC Governing Council also voted to have UNITY of Greater New Orleans submit the consolidated application on behalf of the Continuum of Care and to approve the HMIS Governance Charter with ViaLink as the local HMIS administrator.

2018 Preliminary Project Priority Listing

On Wednesday, August 15, 2018, the Continuum of Care (CoC) Project Evaluation and Selection Committee met to review, evaluate, and select CoC renewal projects and new bonus projects for CoC funding.  The CoC Project Evaluation and Selection Committee is comprised of government partners who work with the CoC and CoC-funded agencies.

The CoC Project Evaluation and Selection Committee has approved the attached Preliminary Project Priority Listing for the 2018 CoC Application for funding for the New Orleans-Jefferson Parish-Kenner Continuum of Care (CoC LA-503). The Preliminary Project Priority Listing also includes any funding amounts that were reallocated due to: a) voluntary request for decreased funding by the project sponsor, or b) pursuant to the reallocation policy of the CoC regarding project balances.

All projects listed have passed threshold review for project quality by the Committee. Project performance scoring by the Committee evaluated overall project performance, housing outcomes, the project’s role in system performance of the CoC, sub-populations served, and considered the severity of needs and vulnerabilities of participants in the projects being reviewed.

This year, applicants for new Domestic Violence (DV) Bonus funding were evaluated through application of scoring criteria unique to the needs and safety concerns of DV survivors. Additional details can be found in Request for Proposal #18-5, attached here.  For CoC renewal projects serving victims, the scoring process utilizes performance data from an HMIS comparable database to maintain privacy of the clients being served.  While the CoC received application for new projects under the DV Bonus, the CoC did not receive any applications for CoC renewal funding from victim service providers.

Recipients and project sponsors may appeal the Preliminary Priority Listing and/or reallocation decisions made by the Committee by submitting an appeal to the Committee via email at: aulrichconsulting@gmail.com no later than Thursday, August 23, 2018 by 5:00 pm.  Should you choose to appeal, please include the following information in your email: your name, agency and project name(s), and a brief statement as to why you are appealing the Committee’s decision, including a brief statement of facts and relevant information for consideration. Appeals should not exceed two pages in length and must be received by 5:00 pm in order to be considered.  Appeals will be considered by the CoC Project Evaluation and Selection Committee on Monday, August 27, 2018.  The CoC Final Project Priority Listing will be distributed no later than Friday, August 31, 2018.

2018 CoC Request for Funding for Renewal Projects

All projects funded by HUD through the Continuum of Care (CoC) program, including those directly funded by HUD as well as those funded as sub-recipients of UNITY, must apply for funding to the local Continuum of Care to be included in the project listing for the consolidated CoC application.

All Direct Grantees and Project Sponsors should complete and return the application to be considered by the Continuum of Care (CoC) Governing Council for renewed CoC funding. The CoC Governing Council will make decisions regarding funding in the CoC, including the ranking and prioritization of project applications. This application shall be submitted to:

  • Indicate that the applicant is requesting funding through a renewal of an existing project;
  • Determine if the applicant meets threshold review criteria for funding renewal; and
  • Provide additional information needed to score and rank projects in the 2018 CoC Application submitted to HUD for funding.

To apply for renewal funding in the 2018 CoC application to HUD, all project sponsors should complete and return the attached Request for Funding to:

  •  APR report generated from HMIS with data for July 1, 2017 – June 30, 2018
  • Match commitment letter for the 2019-2020 project year (with MOU for any in-kind match committed for the 2019-2020 project year)
  • Documentation of Non-Profit Status 

Monday, July 23th, 2018 is the deadline to submit to UNITY all attachments needed for review of project renewal applications. This deadline has been established to ensure the CoC Project Evaluation and Selection Committee has accurate information to review, prioritize, and rank projects for the entire CoC as required by HUD for the CoC Application.  In addition, the Notice of Funding Availability (NOFA) indicates that applications may be REJECTED by HUD if all information is not attached as required.

2018 CoC Request Funding for New Projects

UNITY of Greater New Orleans, the lead agency for the homeless Continuum of Care (CoC) for New Orleans, Jefferson Parish and Kenner, is seeking proposals from non-profit and governmental agencies to select project sponsors for the 2018 CoC funding competition. Agencies not currently operating CoC programs are encouraged to apply. An informational meeting will be held Friday, July 20 at 9:15 a.m. in the 1st Floor Annex Conference Room, 2475 Canal Street. All proposals must be submitted to proposals@unitygno.org no later than 12 noon on Monday, August 13, 2018.
