2022 Application Project Priority Listing

The application to HUD for the CoC Funding Competition requires the submission of projects ranked in order of funding priorities established by the local continuum of care (CoC). UNITY’s CoC Governing Council established project scoring criteria and funding priorities after considering the recommendations received from community partners, people who have lived homeless experience, victim service providers, and homeless service providers.

The project priority ranking was based on project performance scores from the Project Scoring Key which used objective measures regarding project performance, housing outcomes, the project’s role in system performance of the CoC, severity of barriers of participants, and response to COVID. The committee also reviewed renewal project applications for their commitment to using client-centered and evidence-based practices, Housing First and low barrier approaches, and demonstration of commitment to racial equity. Victim Service Providers were scored on data from the HMIS comparable database and ability to improve safety for participants.

Attached is the resulting Project Priority Listing for the 2022 CoC Funding Application to HUD for the New Orleans-Jefferson Parish- Kenner CoC LA-503. The prioritization order and amounts of funding was approved by the CoC Evaluation and Project Selection Committee on September 14, 2022, and approved by the CoC Governing Council on September 15, 2022. All renewal projects passed threshold review and are included on the project listing in the amount of funding requested. Any project that requested funding and is not included on the Project Priority Listing was notified directly via email.

Recipients and project sponsors may appeal the Project Priority Listing and/or reallocation decisions made by the Committee by submitting an appeal to the Committee via email to proposals@unitygno.org no later than 12:00 pm noon on Wednesday, September 21, 2022. Should you choose to appeal, you should include the following information in your email: your name, agency and project name(s), and a brief statement as to why you are appealing the Committee’s decision, including a brief statement of facts and relevant information for consideration. Appeals should not exceed two pages in length and must be received by 12:00 pm noon in order to be considered. Appeals will be considered by the CoC Evaluation and Project Selection Committee on Thursday, September 22.
