UNITY has released two Requests for Proposals to identify project sponsors for projects that are expected to begin October 1, 2025.
RFP #25-3 Samaritan Permanent Supportive Housing Project provides rental assistance and case management services for 71 people with disabling conditions who were experiencing chronic homelessness. Funding of $1,068,070 available for a one year period beginning October 1, 2025 and eligible for renewal through HUD’s CoC program. The project sponsor will take over case management and rental assistance for existing participants in the Samaritan PSH program. This project will provide permanent supportive housing and supportive services to at least 71 people who have a disabling condition and are chronically homeless. Using a low-barrier approach, the program will assist participants to obtain rental units, provide rental assistance, and provide ongoing case management to assist participants to maintain housing stability. Supportive Services will include case management, assistance in accessing physical and mental health treatments, substance use treatment, mainstream resources, and transportation assistance. Project goals are to assist program participants in maintaining housing and increase ability to live independently.
RFP #25-4 Survivor Empowerment RRH Expansion is expected to serve 20 people who are experiencing homelessness and are fleeing, or attempting to flee, domestic violence, trafficking, dating violence, sexual assualt, or stalking. Funding of $428,286 available for a one year period beginning October 1, 2025 and eligible for renewal through HUD’s CoC program.The project will adhere to a low-barrier model that provides survivor-centered practices and promotes survivor autonomy. The project will provide medium-term (up to 12 month) rental assistance wrap-around services including: safety planning, education, employment, budgeting, and trauma counseling. Intended outcomes includes housing stability, increased income, and access to mainstream services.The target population for the project are survivors of domestic violence, dating violence, sexual assault, and stalking who are homeless, living in emergency shelters, on the street or in abandoned buildings, and/or who are fleeing or attempting to flee such violence, assault, stalking, or other dangerous or life-threatening conditions. “Domestic Violence” includes dating violence, sexual assault, stalking, and other dangerous or life-threatening conditions that relate to violence against the individual or family member that either takes place in, or him or her afraid to return to, their primary nighttime residence (including human trafficking).
