Housing the most vulnerable first

Ann Marie Oliva, director of HUD’s Office of Special Needs Assistance Programs (SNAPS) wrote that “giving priority to the chronically homeless within the New Orleans continuum of care “has made a tremendous impact on reducing the number of chronically homeless persons in their continuum.” Stacy Horn Koch, director of homeless policy for the city of New Orleans, and Martha Kegel, executive director for UNITY of Greater New Orleans, wrote this week’s guest column about that for the snaps blog.
