Project Performance Scoring and Project Priority Ranking

The application to HUD for the CoC Funding Competition requires the submission of projects ranked in order of funding priorities established by the local continuum of care (CoC). The CoC Evaluation and Project Selection Committee approved this Project Priority Listing for the 2023 application to HUD. The listing was developed based on the project scoring criteria and funding priorities approved by the CoC Governing Council which considered the recommendations received from community partners, people who have lived homeless experience, victim service providers, and homeless service providers.

The project priority ranking was based on project performance scores from the Project Scoring Key which used objective measures regarding project performance, housing outcomes, the project’s role in system performance of the CoC for program outcome measures and considered the severity of barriers of participants being served by each program. Renewal projects were also scored on Housing First and low barrier approaches, advancing racial equity, and ability to leverage resources for employment, housing, and health care. Victim Service Providers were scored on data from the HMIS comparable database and ability to improve safety for participants.

Below is the Project Priority Listing for the 2023 CoC Funding Application to HUD for the New Orleans-Jefferson Parish- Kenner CoC LA-503. The prioritization order and amounts of funding was approved by the CoC Evaluation and Project Selection Committee on September 13, 2023. All renewal projects passed threshold review and are included on the project listing in the amount previously approved by the Evaluation and Project Selection Committee. No renewal projects were rejected. Any new project proposal that was rejected is not included on the Project Priority Listing and received notification directly via email. 

Recipients and project sponsors may appeal the Project Priority Listing and/or reallocation decisions made by the Committee by submitting an appeal to the Committee via email to proposals@unitygno.org no later than 12:00 pm noon on Wednesday, September 20, 2023. Should you choose to appeal, you should include the following information in your email: your name, agency and project name(s), and a brief statement as to why you are appealing the Committee’s decision, including a brief statement of facts and relevant information for consideration. Appeals should not exceed two pages in length and must be received by 12:00 pm noon in order to be considered. Appeals will be considered by the CoC Evaluation and Project Selection Committee on Thursday, September 21, 2023.

REVISED FINAL PROJECT PRIORITY LISTING 9/20/23

This revised project priority listing was approved by the CoC Evaluation and Project Selection Committee on Sept. 20, 2023, to reflect technical corrections of the list approved on Sept. 13, 2023. This Project Priority Listing will be included in the 2023 CoC Application to HUD in the amounts and priority order indicated below. Technical corrections were made to reflect the correct score for JPHSA Supportive Housing Project which changed the rankings for projects ranked 15-25 in Tier 1. Corrections were also made to renewal amounts for the Finally Home PSH project and the Perm. Hsg. and Independent Living Program to reflect the approved amounts that were communicated to the project sponsor NAMI New Orleans.
